What is changing in Leicester

Shared houses and planning. Leicester City Council says a family house can usually become a small HMO, for up to six people, without planning permission. Inside an Article 4 area you must apply, and the council says it usually refuses new HMOs there. The council has an Article 4 Direction on small HMOs and consulted on extending it in 2021 and 2022. Check the address on the council's online map before you exchange. An HMO that already has permission is a different case from a house you plan to convert.

Waterside. The council's Waterside planning document covers about 60 hectares between the River Soar and the city centre, along the A50 corridor. It was consulted on in early 2015 and looks 10 to 15 years ahead. Treat each site on its own planning record.

The Cultural Quarter. In April 2026 the council said it plans 32 more on-street parking spaces there, after the NCP Rutland Centre car park closed. Yeoman Street footpaths are being upgraded, with Church Street and Colton Street to follow. The council also said a wider environmental improvement programme will go to public consultation. These are street works, not new buildings, so they tell you about the area rather than any one property.

Before you commit: Leicester checklist

  • Check the address on the council's Article 4 map.
  • Confirm planning status, or the route to it, before you exchange.
  • Ask your solicitor to start early. Legal work sets the pace.
  • Write your exit down: sale, refinance or rental.
  • For an existing HMO, ask for the licence and any planning permission.
  • For auctions, instruct the valuation and arrange an agreement in principle (AIP) before the day.

Leicester bridging questions

Can I use a bridge to buy a student house in Leicester?

Yes, for a business or investment purchase. If the house sits in an Article 4 area and is not already an HMO, you need planning permission to convert it. Tell us how you plan to get permission, because the exit depends on it. See our HMO finance page.

How quickly can I buy at a Leicester auction?

We typically complete auction purchases in 5 to 14 working days. That assumes a pre-instructed valuation and an AIP (agreement in principle) in place. More on auction purchase finance.

What if my Leicester property needs works before it can be let?

A bridge can fund the purchase and the works together, then you refinance or sell. See refurbishment finance and our calculator.

Can you help with a site in Waterside or the city centre?

Yes, case by case. The planning document is from 2015, so we look at the current planning record and your exit for the plot, not the area plan.
